It doesn't seem like Starfleet was all that eager to explore the former Expanse between the times of Enterprise and DS9. Spatial anomalies near Bajor could have helped deter the Cardassians from attempting to conquer the planet, and help explain why the Bajorans stopped developing their solar sail technology.
