Most likely they were not categorized correctly. I just checked a few local businesses and they still cannot be tagged. Facebook did have a period when they notified businesses to make sure they were categorized properly. I remember getting a notice as an admin to verify my page category. Yes, those pictures that are tagged with your page would be great marketing. When you see their picture with a tag, click on the picture and share it on your page timeline.
