It gives them plenty of time for a meal, or a quick drink with friends after work, but means they are likely to be sober enough to remember to put on a face covering on the train or bus home, and to be careful around elderly relatives when they get home. It gives restaurant and bar staff time to give the venue a thorough clean when the last customers have left, without having to work unreasonably late.
Other experts say that restricting pub opening hours is in response to what we know about how the virus spreads. They have entirely missed the point. The 10pm curfew has been scrapped and there are currently no official closing times being imposed on venues. While people in England were able to return to pubs with outdoor spaces on April 12, those in Scotland, Wales and Northern Ireland had to wait a little longer. In Scotland, pub venues are now open until Meanwhile in Wales, pubs are open, but opening times will vary.
As with anywhere, best to check with your local venue — look on their social media or website.
